If I want to use composer, do I also need to install Xampp and PHP on my Windows PC to use it?
Composer is a PHP based tool. So if you want to do that on Windows (which I would not recommend) your easiest solution is to install XAMPP.
I personally would just google for some youtube videos which explain how to install CakePHP on a Windows machine.
